Find your borough before you do anything else — the assessment, charging and services all sit with them, and they differ. Flats above shops and homes without lifts are the commonest access problem.
Getting a free needs assessment
Anyone can ask their council for a care needs assessment, whatever their savings, and it costs nothing. Under the Care Act 2014 the council must carry one out where someone appears to need care and support. A separate financial assessment decides who pays.

What you may have to pay
In England, capital above £23,250 means funding your own care; below £14,250 your capital is disregarded and only income counts. Between the two, councils assume £1 a week of income for every £250 of capital.
