Birmingham is one of the most diverse cities in England, and matching a helper for language, faith and food is often the difference between an arrangement working and failing. It is a reasonable thing to ask for and you should ask.
The city is large and traffic-bound. A helper from the same district — Handsworth, Kings Heath, Erdington — is far more reliable than one crossing the city twice a day.
Anyone can ask their council for a care needs assessment, whatever their savings, and it costs nothing. Under the Care Act 2014 the council must carry one out where someone appears to need care and support. A separate financial assessment decides who pays.
In Birmingham this is handled by Birmingham City Council.
In England, capital above £23,250 means funding your own care; below £14,250 your capital is disregarded and only income counts. Between the two, councils assume £1 a week of income for every £250 of capital.
