Family networks in Hull tend to be close and local, and most people arranging care already have relatives doing a great deal. The most useful support is often the bit nobody else can cover — a weekday morning, or the afternoon when everyone is at work.
Much of the city is flat, which helps enormously with mobility. A helper who will walk with someone rather than drive them is often better value here than anywhere else.
Anyone can ask their council for a care needs assessment, whatever their savings, and it costs nothing. Under the Care Act 2014 the council must carry one out where someone appears to need care and support. A separate financial assessment decides who pays.

In England, capital above £23,250 means funding your own care; below £14,250 your capital is disregarded and only income counts. Between the two, councils assume £1 a week of income for every £250 of capital.
